Perhaps I should've waited an hour for the weather to change rather than posting earlier that we may have a TS forming... cause now we do. But between then and now an Air Force Reserve Hurricane Hunter aircraft went out and had a look-see.  According to the National Hurricane Center Tropical Storm Harvey now exists.

As of 4 PM Lake Charles time Tropical Storm Harvey has maximum sustained winds of 35 knots or 40 MPH and is moving west at 18 MPH.

Disturbance 1 (orange on the upper map) has been hanging out a few days and now has about a 60% chance of gradually forming into something else dependent on the upper level atmosphere as it drifts west-northwestward at about 20 MPH.
